Kde header files not installed prperly on Redhat 7.3

Could someone who runs redhat 7.3 explain how to fix this error message
which happens when I compile a small kde application.
Here is what it says when it fails:

checking for kde headers installed... configure: error: your system is
not able to compile a small KDE application!
Check, if you installed the KDE header files correctly.

I have installed the kdelibs-devel but I still get this error.
