fresh kde3.1b install --> no acces to Pager and Taskbar propreties ?!

Hello, 
I use a Mandrake 8.2 so I download KDE 3.1beta Rpm for this distrib.

The problem I have is that nothing appends when I right clik on the
panel or task bar selecting configure virtual desktop or Pane !.

Is there a command line available fo these operation so I can read the
error message to fibnd out the problem ?
