kde + i18n

hi,
i'm just curious...
where gets kde all the i18n information from?
for example:
sometimes i'm using the slovak keyboard..
and in slovak there is a symbol, which is basically a 's' with an
inverted '^' on the top of it... to enter that symbol, there are two
ways.. one way is to simply press the key associated with it..
but because there are many symbols with that '^' on the top
(s,c,z,t,n,l), there is a more general way..
i press shift + '=' and nothing gets printed, but then i press 's' ( or
n or l or z or c) and i get 's' with the '^' ( or the others )...
i hope this was understandable..
now i was testing konsole, and it worked without problems...
but in kword ( koffice 1.2b ), if i use a locale where LC_CTYPE is
something with 8859-2 encoding, then it works...
but if i use for example LC_CTYPE=en_US then pressing shift+'=" and
after that pressing 's' only produces an 's' without anything on the
top...
but if i press the key associated with 's' + '^' then it prints the
correct symbol regardless of the LC_CTYPE...
i thought that all kde3 applications handle the keyboard + i18n the same
way....
but it looks like it isn't so...
can anyone give me some information about this issue?
thanks,
gabor
