yes, through the menueditor.

Make a menu entry (if it's not already there) for your favorit app, and
assign a shortcut to it.

Esp. convenient if you have one of those fancy keyboards with all those
extra buttons (back, forwards &c &c) at the top,
simply assign these buttons to menu entrys (xmms -p, xmms -r , xmms -p,
xscreensaver -lock &c &c).
