Hmm, could be that there is a problem with RH's packages then.

I just had another idea.
In the kde directory in you home directory (might be .kde or .kde3) do you 
have write permission on share/config/konquerorrc ?

How does the section [Java/JavaScript Settings] look like?
(assuming itis still there in KDE3)
