Linux CI Transitioned to Qt 6.11, Qt Next jobs now on Qt 6.12

Hi all,

Just a heads up that Linux CI jobs are now using Qt 6.11, with Qt Next jobs
also having moved to Qt 6.12.

All base dependencies have been built by seed jobs, so there should not be
any disruption but if you see any jobs fail because they cannot fetch
dependencies then please make sure you submit a merge request to
sysadmin/ci-management so we can fix that for future seed jobs.

If you see anything else break please let me know.

In about a week or so we'll look to decommission the Qt 6.10 Linux CI
infrastructure, which will require updates to the usual places like
apps.kde.org in advance.
