Unfortunately KDevelop hasn't had a maintainer on Windows able to look
after it for a while, so there are no current builds available.
You can find an older build at
https://download.kde.org/Attic/kdevelop/5.4.1/bin/windows/ though if you'd
like to run KDevelop on Windows.
