It seems on this page

The download link of "Download the release Kate 64-bit installer *"
is invalid at this moment (404 error)

It is hardcoded to
https://binary-factory.kde.org/job/Kate_Release_win64/lastSuccessfulBuild/artifact/
*kate-22.12.1-1914-windows-cl-msvc2019-x86_64.exe*

But on your Jenkins
https://binary-factory.kde.org/job/Kate_Release_win64/lastSuccessfulBuild/artifact/
There's only a slightly "newer" installer:
*kate-22.12.2-1940-windows-cl-msvc2019-x86_64.exe*

Not a big deal for most people I guess, since your Jenkins is awesome.
