Registration for KDE.org website services can be generally completed at
https://identity.kde.org/

Registration can be completed on a self-service basis on the KDE Identity
site.
Please note that usernames must be all lower case, and cannot contain
anything other than a-z.

There is supposed to be a link and text there, however it seems this was
lost in a Gitlab update (regression noted upstream -
https://gitlab.com/gitlab-org/gitlab/-/issues/375290)
