As a first step, as the address guy.maurel at kde.org no longer exists, you
will need to first prove ownership of that account.
Ideally this would be done by changing the email address of the account to
one you currently control.

Then you need to send an email to sysadmin at kde.org requesting the deletion
of the KDE Bugzilla account in question.
Note that it must be sent to sysadmin at kde.org as emails sent publicly are
not suitable for authenticating the request.
