Unable to create a new Bug

I am not able to create a new bug, I cant find a satisfactory answer on 
the exiting list of "Bug".
My problem is:
Kenlive is not detecting my camcorder, but Kino is able to. I have try a 
number of suggestion from Google all with negative results Can you help?
I have try to "File A Bug" but it will not let me!
