cleanup applications on kde.org

Hi,

attached a patch to cleanup the applications on kde.org:

* remove kscd, kuser, kjots, ktimetracker, not released anymore

* fix repos for pim apps after kdepim split

* use generic link to handbooks on docs.kde.org

* remove dead homepage (akregator, kftp)

* use correct mailinglist for akregator

* remove cia.vc

Checked with jsonlint.py
