Clear policy on techbase.kde.org and community.kde.org

Hello all,

I would like to discuss here to create a consensus regarding the
techbase.kde.org and community.kde.org to result in an actionable plan to
fix the problem of ambiguity we currently have.

RECOMMENDATIONS

  1) Remove techbase.kde.org and migrate all articles to community.kde.org
(my vote)

  2) Create a CLEAR mission for both sites and include this mission on each
homepage

Please share your thoughts on these overlapping projects.
