You won't be able to file a ticket without an Identity account. We have plans
to change how user registration works on Identity at some point, so that will
alleviate this. 

We do have a map of sorts for characters, which converts them into ASCII. It
would appear that this map is incomplete unfortunately.

Which mail address were you trying to register from? Do you have a preferred
username (ideally based on your actual name) - if you haven't yet been able to
complete registration?
