Taking into consideration all that has been said, both here and by the
original complainants, I have put in place a 2-week ban, and sent a
personal email (via the wiki) to open a dialogue.  If we can reach an
agreement for the future the block can be instantly removed.  If no
resolution looks possible we will make it permanent.
