Patch with new Okteta aboutdata

Please apply the attached patch which updates the info about Okteta:
* is now officially a devtool, not a util
* part of kdesdk, no longer kdeutils
* no longer has a homepage
* noone really on irc
* mailinglist rather kde-sdk-devel
* features can need some publicity
