Hello Jayson,
thanks a lot for your interest. Having great RoR skills is at least
for the second part of the request not needed (theming projects.kde.org).
We already got someone interested in doing it, but of course it could
be possible that you 2 collaborate on it. It basically consists of
making chiliproject themable (it is not so far) and then just writing
the theme, which has the necessary css/js/image files already as well
for other CMS we use.
Best would be if you join one or both of our channels on IRC (#kde-www
or #kde-sysadmin) so we can provide some more information or answer
questions.
