Hmmm... I am trying to connect from a 6to4 address, 2002:bc17:23dd:1::5. I am
able to successfully connect to www.linux-ipv6.org via https and IPv6, and
other sites also work.

I am fully aware that the problem could be on my end of the provider chain, but
could you please double-check that you do not accidentally filter the 2002::
range?
