There is more to it than scanning through looking for links.

Link names are very important for SEO purposes. A link with "here" is much less
SEO-friendly than a link with "list of KDE release archives".

Thomas is right, it is a good practice.

There are of course locations where this is not appropriate due to design space
constraints, but that's what alt/title tags are for.
