massaging the menu a bit

attached is a patch that:

* adds mention of KDE e.V. to whatiskde
* changes "What is KDE?" to "About KDE" in the link bar
* moves History and Awards under About KDE
* puts Events under Announcements since they would seem to go together

please commit whichever changes you feel make sense.
