[PATCH] Moving all Users related pages to UserBase

Hallo,

Link is pointing now to userbase.
Files are removed from SVN and 404 handler was added.
But unfortunately it is not working like expected.

I used the same mechanism we used for http://developer.kde.org/
why is the file 404.php not working on kde.org?
