I'm seeing the same thing. My network must have been blocked very recently
(i'm guessing in the last 3 days) as it worked fine before.

My provider Telenet/Pandora has the same setup. It's quite a large Flemish (=
region in Belgium, how large can we get? ;-)) ISP.
$ host proxy.pandora.be ns.telenet-ops.be
Using domain server:
Name: ns.telenet-ops.be
Address: 195.130.132.17#53
Aliases:
proxy.pandora.be has address 213.224.83.166
proxy.pandora.be has address 213.224.83.174
proxy.pandora.be has address 213.224.83.182
proxy.pandora.be has address 213.224.83.38
proxy.pandora.be has address 213.224.83.46
proxy.pandora.be has address 213.224.83.70
proxy.pandora.be has address 213.224.83.78
proxy.pandora.be has address 213.224.83.102
proxy.pandora.be has address 213.224.83.110
proxy.pandora.be has address 213.224.83.134
proxy.pandora.be has address 213.224.83.135
proxy.pandora.be has address 213.224.83.136
proxy.pandora.be has address 213.224.83.142
Their hostnames are in the form "nc******.telenet-ops.be". At least one of
those addresses is blocked, because refreshing the page helps most of the
time. (My pagerequest can come from multiple IPs).

I tried the same thing, but this time with the
http://dot.kde.org/belgianchocolate URL.
