Generally you can mail such questions to the kde or kde-linux mailing
lists, see http:://mail.kde.org

Most of the features mentioned on the website are already implemented in
our file manager Konqueror.

All the features in the paragraphs "Customize Your File Folders with
Color" (right click -> properties -> change icon), "File Info column"
(preview column and file info popup with preview), "File Finder", "File
Viewer" (file preview for almost any file, bookmarks) are supported.

But Konqueror also supports many other features, like image gallery
generation, browsing of archives, remote access via ftp, scp and other
protocols, copying and moving between archives, local directories and
remote directories, web browser integration, tabbed browsing of websites,
local or remote directories or files, ...

In other words, Konqueror is a very might file manager, web browser, file
browser, ftp client, remote access browser, ...

You can also define profiles containing any mixture of views of one of the
before mentioned tasks.

For "Add Notes to Your Files!" and "MP3 Collection Management", you can
make a feature request at http://bugs.kde.org - they would fitz very well
into the Konqueror philosophy.

Olaf.
