The comment "New games and an improved IRC client to help decrease
productivity" is intentional and should come across as slightly
humorous. 

This is because in the majority of cases IRC isn't used for business
purposes and games definitely aren't, so they have the effect of
decreasing productivity whilst employees chat or play games instead of
working. :)
