Yes, this was hashed out at length in the past.  The www.kde.org index page 
has two menus as a special case.  That page's primary purpose is to 
provide access to the other pages via links.

The pages you list have a different purpose:  to convey specific 
information.  To add another menu column to those pages distracts from and 
reduces the space available to the important information.

So please don't do it.
