www.kde.org cookie problem: php.ini misconfiguration?

Hi!

I did some tests concerning the cookie problem with www.kde.org.

I am now pretty sure that it is a misconfiguration in the php.ini or 
.htaccess which simply prevents the use of cookie and HTTP GET requests 
(POST requests work). It has nothing to do with the php version or with 
php_globals.

Unfortunately these files are not in CVS, so could the person responsible 
for the web server please have a look at the the web server 
configuration?

After searching google for several hours, I found three possible ways to 
disable coookie usage in php:

1. Is there a line similar to
  variables_order "p"
in php.ini or .htaccess?

2. Is there a line
  track_vars false
?

3. Is there a line
  session.use_cookies = 0
?

The cookie problem cannot be fixed in CVS, so it would be really nice if 
those people who have access to the web server configuration could allow 
cookie usage.
