New colour scheme suggestion

Hi!

This is a colour scheme suggestion for wwwtesting.kde.org. It is based on 
a websafe variant (#3399CC) of the colour #3179AC, which was one of the 
most used KDE colours up to KDE 3.0.5a (window title bar, Konqueror about 
screen, kcontrol info, ...).

IMHO it has become a kind of generic KDE colour, so I thought it might be 
worth trying to base a colour scheme on this, especially since Tink was 
so kind to suggest some colours that fit very nice with #3399CC.
