As far as I know, no formal decision was made, just more of the people that
commented preferred the design on kde-look so that was the way the momentum
swung. Would it be worthwhile for a poll to be done on kde-look for this?

I've only noticed a couple of small changes on the design when I've remembered
to have a look on kde-look so I'm not sure what the current status of it is.
If we want to launch the new look when 3.1 goes out the door then the design
needs to be hammered out pretty much straight away, so there is enough time
to put together the PHP behind it and to iron out any bugs. At the end of the
day though we shouldn't compromise quality in order to make a 'nice to have'
deadline.
