Navigation Part II

My thought is to make a first level menu structure that will be usable on all 
sites. The labels *could* be:
- Home
- Inform  
- Download  
- Develop  
- Related  Links
- Contact
- Sitemap 
"Related Links" could go to "Inform". Not that we should do it now. Just keep 
it as an option in case we feel the navigation is to crowded later on.
