INTRO
Don't know whether okular or kde-windows is the right place for this, but here
we go:

SUMMARY
If you install Okular for win nightlies (or use the chocolatey package) on a
German MS Windows system you'll end up having menus with English and German
entries. 

The only option in the settings is US-Englisch[sic!], but quite a few items are
spelled in German nonetheless.
