Hi Alexander!
You cannot currently bypass installation of Craft without installing Python2
.7.

You can install "Python 2.7 x86-64 MSI installer" from
https://www.python.org/downloads/release/python-2717/

and then uncomment the line that says:-

#Python27 = C:\python27

in CraftRoot/etc/CraftSettings.ini
