Hi Tom,
Can you specify how you passed python to the script?In any case, when reporting a problem is always helpful to also report any kind of error message.
On https://community.kde.org/Guidelines_and_HOWTOs/Build_from_source/Windows we removed the description of how to setup emerge manually because it was most often to complicated for a new user. Python is not required to be in the path but you need to set it in the etc/kdesettings.ini.
I will read a short description of how to manually setup emerge.
