Hello,
I can confirm the same problem with the latest available binary for Windows
http://download.kde.org/stable/digikam/digiKam-installer-4.12.0-win32.exe
Thumbnails are generated for pictures, but not for videos (tested with several
formats).
Tested on Windows 10.
