@Vibhor: Looks like one of the mirrors for download.qt.io is broken.

The following mirror works for me:
  http://mirror.netcologne.de/qtproject/official_releases/jom/jom_1_0_16.zip

You could do:
  cd %KDEROOT%\download
  wget http://mirror.netcologne.de/qtproject/official_releases/jom/
jom_1_0_16.zip
  emerge -v jom

If emerge detects that file was already downloaded, it won't attempt to 
download it another time.
