KDE and Windows -Build environment, binaries and documentation

Hello,

I am interested in understanding the state of KDE on Windows more and looking 
into what the difficulties are in providing easy to install binaries.

For my first step I tried following the instructions here: 
https://techbase.kde.org/Getting_Started/Build/Windows/emerge on a up to date 
Windows 7 Ultimate VM and got stuck in setting up the environment, 
specifically in the "Using emerge" section.

If someone is willing to help me get to a sane environment, I am happy to 
document the process so that new users don't get lost. Similar to the steps 
outlined here:
