building aqbanking in emerge

Hi

I have been unable to build aqbanking due to a missing dependency, 
gpg-error-config.

This appears to have been removed in KDE 4.10 branch when the 
win32libs-sources folder disappeared

Can anyone advise how I can resolve this?
was there a reason the win32libs-sources folder was removed?
