Turns out KIO needs new Windows Vista APIs, so I can't easily make it
work on XP.

New installer:
http://winkde.org/pub/kde/ports/win32/msi_setup/okteta-setup-0.0.4.exe

Changes:
- Includes MSVCR120.dll properly!
- Installer doesn't let you install on XP since it won't run there anyway
- Updated to last version of KF5 etc.
