Where is konsole?

Yes, there is no nice "display for terminal window" under windows, for
example KDE for Windows team uses Console2 for this puproses but it is ugly
in compare to Konsole/Yakuake. Does Konsole theoreticaly can wrap windows
cmd.exe or MSYS/Cygwin sh implementations and provide nice tabbing,
shortcuts etc...?
