The package information in the portage scripts for perl causes a problem when
trying to run emerge qt in windows on the 4.13 branch. 

The issue appears to be that the perl sources are no longer available for
5.16.3 at the specified URL.  I would like make a fix to point to
http://downloads.activestate.com/ActivePerl/releases/5.20.1.2000/ but doesn't
seem that the file checksum is generated with either SHA1 or MD5.  


Reproducible: Always

Steps to Reproduce:
1. Clean git emerge checkout
2. Update of kdesettings.ini and kdesettings.bat in etc folder (mingw and x64).
3. emerge qt

Actual Results:  
Emerge failed to complete successfully due to problems with perl.

Expected Results:  
Should have run to completion.
