QtCore4.dll error while launching Kturtle.exe

Hi,
 
When I try to run Kturtle.exe i get the below error. Appreciate if you could help me fix it.

This application has failed to start because QtCore4.dll was not found. Re-installing the application may fix this problem.

I have downloaded and installed this applicattion from KDE.org site.
