Hm, I am not sure if this is a valid solution for you, but you might
find your way around:
1) Choose a compiler for yourself, e.g. simply use msvc2010 (==vc100).
Other options are mingw-w32 (==x86-mingw4) or mingw-w64 (==x64-mingw4).
2) Get the packages from
http://www.winkde.org/pub/kde/ports/win32/releases/stable/4.10.2/
You need the -bin.tar.bz2 and the -bin.tar.bz2.md5 packages and the
config.txt file.
Download these into a directory of your choice (I am not sure if wget
works better with your firewall though or if you're even allowed to
bring in external data).
You can of course simply use the installer before hand to figure out
which packages it downloaded.
3) Run the installer and point it to the download location. You could
also simply extract all packages into the same dir and run two or three
commands.

I hope this helps, I have not written the code in question and do not
have to much knowledge about proxies/firewalls; Maybe Ralf can say a bit
more about that.
