The server www.winkde.org is currently not accessable due to a hardware
failure.  The admins are working to fix this issue. 

Until it is done a workaround is 

1. download the installer from 
http://sourceforge.net/projects/kde-windows/files/installer/kdewin-installer-gui-0.9.9-8.exe/download

2.  create a download directory and add a file named 'mirrors-remote.lst' with
the following content: 
http de http://ftp5.gwdg.de/pub/linux/kde 

3. Start installer, unselect 'skip settings checkbox' if visible, set the
directory created in 2. as download directory. Now you should be able to
install KDE at least from ftp5.gwdg.de
