more packages and some documentation

Hi everybody,

I uploaded some more packages to the 4.10.2 release:
kdenetwork (kget with bittorrent support), kile, kbibtex, ktorrent and
kate-contextmenu.

Also, I tried to get some information out of my head and into techbase
and document some stuff.
- The kde.conf handling and the installation/requirements for the
context menus can be found here:
http://techbase.kde.org/Projects/KDE_on_Windows/windows_specific_features

I'd like to ask all packagers for KDE on Windows applications to read
this carefully and ask me all questions you have about that. The
kde.conf patch improves the separation of our installations, and will
ensure we do not get unuseful bug reports because of a mix of KDE
installations.
