[kate] [Bug 292766] [Usability] KatePart should clearly indicate when it is in read-only mode

Doug,

The 'kde-windows at kde.org' is the mailing list set as assignee for Windows
bugs, so developers in this mailing list can be notified of those specific
bugs. This doesn't mean _you_ are the assignee.
