Doesn't seem like it. I have a logs from existing installation which I was
upgrading to 4.10.2 and the installer was fetching
http://www.winkde.org/pub/kde/ports/win32/releases/stable/4.10.2/config.txt

With clean install it tries to fetch
http://www.winkde.org/pub/kde/ports/win32/releases/stable/4.10.2/win32/config.txt(note
*win32*/config.txt) for some reason.

...never mind, I started from scratch again and now it's ok :). Well,
except Amarok doesn't even start - it crashes at startup. Will wait for
your update to phonon-vlc, maybe it'll help.
