After installing some KDE apps (namely, baseapps and workspace) using binary
installer, I had systemsettings launched, where I tried to change strange
"default" color scheme (which wasn't in fact default Oxygen) to something
better. But no matter what scheme I select, the colors don't change. I still
have yellow tooltips etc..
Tried this in Windows and Wine, with same results.

Reproducible: Always

Steps to Reproduce:
1. Launch System Settings, go to Application Appearance -> Colors
2. Select some non-current theme (maybe dark, to see contrast)
3. Press apply
Actual Results:  
Color scheme isn't applied. After System Settings restart it still isn't
correct

Expected Results:  
Color scheme should apply, and ideally, do it immediately, as in Linux
