emerge vlc fails because the vlc website has moved things around and removed
the version required by vlc in portage (testing/vlc/vlc-1.1.11.py) In my
particular case I'm on a x64 machine but I don't think the x32 stuff will work
either. I fixed the link to download the source but the build image is very
different and fails to install. 

Reproducible: Always

Steps to Reproduce:
emerge vlc

Actual Results:  
buildlogs show file does not exist

Expected Results:  
file should download,build and install.

I've been trying to emerge a clean development tree following the instructions
on techbase:

emerge qt
emerge kdelibs
emerge kde-baseapps

This item actually happened during that process.
