Hi Stephen,

We have a flex package:
https://projects.kde.org/projects/kdesupport/emerge/repository/revisions/master/show/portage/gnuwin32/flex

You can use emerge [1] to install that, but perhaps available via the
installer as a dependency for something. I have never tried the latter.
