KDE SC 4.7.0 binaries available on Windows

Hi everybody,

We are pleased to announce the availability of the 4.7.0 binaries.

NOTE:
This release is not compatible to the pre-release, please remove the
packages you downloaded for the pre-release & reinstall.

Most bugs should be fixed, some are still pending though.
