emerge/bin/subversion.py cannot be loaded

this module cannot be used because of this:

import util

there is no module "util", it should be "utils".

The only user of module subversion I can find is class
Portage in portage_tools.py

and so portage_tools cannot be used for the same reason

the strange thing is there was active development in
subversion.py in 2010. So where did util come from
at that time?
